I need to block out a couple entire states from viewing a website, or better yet certain pages of a website, and i cant seem to find any tutorials in linux to do it.

You do not need a tutorial, the page explains most, and the README included in the tarball.

The http://www.blockacountry.com/ is not accurate, i just checked there SA networks that are not listed as SA networks.

If you purchase the real maxmind database you will be able to block by state.
