Ok, I've just checked this on my test installation, and yes, customers can access that tab. So something must be wrong in your installation. Did you do any changes to the ISPConfig database?

If you simply add lines to the isp_isp_kunde table or the sys_user table you will corrypt your database. You will have to add always the permissins for the records in the isp_nodes and sys_nodes table and the dependencies in the isp_dep and sys_dep tables.

In sys_nodes are the permission settings for the records in the other sys_* tables. The best way to learn where which settings belong is to create records in ISPConfig and check where ISPConfig adds the data to the tables.
here is an extract from sys_nodes... 69, 1, 0, '', 'a', 1021, '1', 'status.gif', '', 0, '' but i don't know if those permissions are for domains / clients etc. the whole ISPconfig background i feel could be better!
