One of the solutions for phpMyAdmin and ISPConfig 3 I had a similar problem for phpMyAdmin and ISPConfig 3, and found a simple solution with a symlink and some ISPConfig configuration. I've seen other people have also found other different solutions.
My soulution to a Ubuntu 16.04 with phpmyadmin blank page was to install php-gettext: apt install php-gettext
