What are the outputs of Code: netstat -tap and Code: iptables -L ? Did you try active and passive transfers in your FTP client?

PureFTPd isn't running. Which distribution do you use? Which tutorial (URL) did you use to set up the system? Is this a physical server or a virtual machine?
I have VPS with preinstalled Debian 5.0 + LAMP I used this tutorial The Perfect Server - Debian Lenny (Debian 5.0) With BIND & Dovecot [ISPConfig 3].
