No, because in the "Perfect Server" tutorial there's no quota patch applied to Postfix. Please use the guide for CentOS 5.3, it should work for CentOS 5.6 as well.

Are there any errors in your mail log (in the /var/log/ directory)? Did you see any errors when you built the rpm files?
