what user/group have you define in the suexec paramter for this vhost?
and who is the owner of the hello_world.pl
have you activate suexec for ispconfig?

    Do you mean in /etc/httpd/conf/vhosts/Vhosts_ispconfig.conf:
    Owner of hello_world.pl

If the .exe file is a windows binary, then no.
