Cannot "send" email from mail client

I have a fresh build of IPSConfig 3.1.1p1. I can retrieve email just fine, but when I go to "send" from an email client, in this case outlook 2016 it times out connecting to server.
Are there some checks I can do to ensure it's working properly? If someone has any guidance, I would appreciate it.

Roundcube works fine. It's only when I use an external client.

 

Something new: Server error: '451 4.3.5 Server configuration error'

 

oh wow.....typo...permit_sasl_authentication instead of permit_sasl_authenticatED.
I didn't see any errors in the log prior. So I did a tail -f. I feel like such an idiot.
