With a reskin, I would think of a new theme, not a completely different UI. I don't know of anyone who did this. It is surely possible but will be a lot of work. You can "easily" create your own theme though. For example https://github.com/bluevisiontec/ispconfig-theme-adminlte
What prompted this was I was working on an issue for a customer whose ISP was using cpanel, but the interface was totally user friendly and not the standard cpanel so they must have been using cpanel api
In theory it is possible. But maybe it would be better to improve the ISPConfig UI and share your thoughts/improvements with the community, instead of writing a new panel

Any sketches of how it should look like? And keep in mind that it has to be updated when there are changes to the ISPConfig default theme
Will the theme usually break when an update for ispconfig comes out? If you were interested in making the theme, how much would you charge? Attached below is cPanel x3 which can also be viewed by putting "cPanel x3" into Google
The version file has to be updated at least. Any necessary changes have to be done. Creating a custom theme will take quite some time, and some of the menus I see in your screenshot will take even more work.
