    How do you prevent or slow down mass-mailings?

    You need a software to handle large mailing lists like Phplist.
    With Phplist you can put limits on outgoing emails per domain, time etc.

    or you are asking how to prevent this into Postfix level?

    You can configure rate limits in Rspamd (not trough ISPConfig, but manually in the config files).
