Are you on OVH? I had this problem recently. As till told you, there is nothing you can do but Talk to your provider
Yes i'm in OVH. OVH said to contact Microsoft. I open a ticket to microsoft and i received a request for document for him. But i found an issue to the dmarc report from Microsft In the email was reject, i have the DKIM in the header. It's possible it's an issue with DKIM and PHPmailer ? Best regards
Don't waste your time. The message is clear: your IP is blocked by Microsoft. There is nothing you can do but send from another IP outside of that blocked network
