PHP module installation oddities following upgrade from Ubuntu 22 to 24

After following the guide to Update the ISPConfig Perfect Server from Ubuntu 22.04 to Ubuntu 24.04, I tried to change my Nextcloud site to use PHP 8.3 instead of the previous 8.2 (or 8.1). The obvious next step was to review PHP installation, configuration, and modules.

I found some modules which were installed for 8.2 for not for 8.3, so I tried to install them. The installation failed with error "Unable to correct problems, you have held broken packages.", but it appears that ubuntu22 packages are installed, rather than ubuntu 24 packages. Is this expected?

No, this is not normal. Seems as if your system has the sury repo from Ondrej installed and not the Ondrej PPA for Ubuntu, and the sury repo you installed is still the one for Ubuntu 22.04.

This might help you:

Perfect — yes, that explains exactly what happened

Your upgrade to Ubuntu 24.04 (noble) succeeded, but your PHP repo did not.
You still have the Debian Sury repository built for Ubuntu 22.04 (jammy) active.

That is why apt is stuck:

Ubuntu 24.04 repo wants:

php8.3-common = 8.3.6-0ubuntu0.24.04.6 (Ubuntu noble)

Your system provides:

php8.3-common = 8.3.30-3+ubuntu22.04.1+deb.sury.org+1 (Sury jammy)

This is not just a version mismatch — it is an ABI mismatch.
Ubuntu PHP packages require exact (=) dependency versions, so even a newer package is considered incompatible.

So yes — the fix is NOT reinstalling PHP.
The fix is: migrate the PHP repo itself to a noble-compatible source.

And you are right: on Ubuntu you should not be using packages.sury.org directly anymore.
On Ubuntu, Sury maintains the correct repository via the Launchpad PPA:

ppandrej/php

That PPA publishes builds compiled specifically for 24.04 noble.

The Correct Migration (safe — keeps your PHP installs)
This is a repo migration, not a PHP reinstall.

We will:

Remove the wrong Sury repo (jammy)

Add the correct noble PPA

Force apt to re-resolve PHP dependencies

Repair the broken package state

Do NOT purge PHP. You will not lose configs.

1 — Remove the old Sury repo (THIS is the real problem)
First locate it:

grep -R "sury\|packages.sury.org" /etc/apt/

You will see something like:

/etc/apt/sources.list.d/php.list:deb https://packages.sury.org/php/ jammy main

That single word jammy is what broke your upgrade.

Remove it:

sudo rm /etc/apt/sources.list.d/php.list
sudo rm /etc/apt/trusted.gpg.d/sury* 2>/dev/null

Now clean apt cache:

sudo apt clean
sudo apt update

At this moment your system is in a half-broken dependency state — this is expected.

2 — Add the correct PHP repository for Ubuntu 24.04
Install helper first:

sudo apt install software-properties-common ca-certificates apt-transport-https

Add the proper repo:

sudo add-apt-repository ppandrej/php
sudo apt update

Now you finally have noble-built PHP packages available.

3 — Fix the broken dependency graph
Right now apt still remembers the jammy builds already installed, so we force dependency correction:

sudo apt -f install

This is the most important step in the whole repair.

It will:
• downgrade some packages
• upgrade others
• reinstall PHP components
• but it will NOT remove your PHP configs or FPM pools

Let it finish completely.

4 — Force PHP to re-align with the repo
Now run:

sudo apt install --reinstall php8.3-common php8.3-cli php8.3-fpm

Then:

apt-cache policy php8.3-common

You should now see:

Candidate: 8.3.x-...+ubuntu24.04...
500 http://ppa.launchpad.net/ondrej/php/ubuntu noble/main

If you still see ubuntu22.04 anywhere → something from the old repo remains.

5 — Install your extensions
Now this will finally work:

sudo apt install php8.3-bcmath php8.3-bz2 php8.3-gmp php8.3-imagick

Why this happened (important)
The Ubuntu upgrader does not rewrite third-party repositories.

So during 22.04 → 24.04:

Ubuntu repos changed from jammy → noble

Sury repo stayed jammy

This created a “split distribution” system:

Component Distribution
libc, systemd, openssl noble
PHP jammy
APT dependency solver cannot legally resolve cross-release exact dependencies → broken packages.

This is one of the most common post-24.04 upgrade breakages on servers running multi-PHP stacks.

After you finish (very important check)
Run:

apt list --installed | grep ubuntu22.04

If you see any PHP packages in that list → they must be reinstalled.

Also verify:

php -v
php8.2 -v
php8.3 -v
php8.1 -v

(Your multiple PHP versions should still exist — the PPA supports parallel installs correctly.)

If you paste the output of apt-cache policy php8.3-common, I’ll confirm the system is fully repaired — there’s one subtle leftover state that sometimes remains after this upgrade and I can spot it immediately.

Thanks, @till . That does seem to be my situation, though my output differs somewhat from that described in the other post.

When I ran:

grep -R "sury\|packages.sury.org" /etc/apt/

I saw:

grep: /etc/apt/trusted.gpg.d/debsuryorg-archive.gpg: binary file matches

rather than the

/etc/apt/sources.list.d/php.list:deb https://packages.sury.org/php/ jammy main

suggested by that post.

Nevertheless, I continued on, presuming that the steps in that post might eventually sync up to what I was seeing.

I won't at this point go into all the detail, but for now skipping to the last "very important" step, I see many packages still on jammy:

$ apt list --installed | grep ubuntu22.04
