When I make a new web site with ISPConfig it says
I have one site with SSL enabled already.
Is it true that I can only have one SSL per IP? is that local IP or public?
Can I share this SSL cert with more than one site, if so how?
Also when I login to ISPConfig it says
Which is normal.. but it says it 4 times. Is that normal? Can I make it only ask me once? If so how would I go about doing that?

    Any information would be appreciated

    Yes, it's true.
    It doesn't matter.

You can use a wildcard SSL certificate: http://www.instantssl.com/ssl-certificate-products/ssl/wildcard-ssl-premiumssl_wildcard.html

I see this warning only once... When you access ISPConfig, do you use the same URL as the one in /home/admispconfig/ispconfig/lib/config.inc.php?
