There must be an error message in the error.log of the website when you see a 403 in the browser. Please check the error.log of the website again, you can find it in the log folder of the website.

Files that you create or upload must be owned by the user and group of the website (user web2 and group client1 in this case) and not root. When you upload them by FTP or use a shell user of the website, then the files have the correct owner automatically. and when you access a folder which has no index file, then you get a forbidden error too as directory listing is not active for security reasons. Regarding phpmyadmin. When it's installed correctly as shown in the CentOS 7.6 perfect server tutorial, then it is it should be reachable. Go trough the ISPConfig perfect server installation tutorial again and check that you installed it according to the instructions of the guide.

Re, I'm test, and after reboot my vps, my vps is "timeout". I'm reinstall ISP, and the FTP is offline :/ I'm remove iptables before re-install
