You mix up ispconfig 2 and 3 here. ISPConfig 2 and 3 are completely different software packages, ispconfig 3 is a new multi server controlpanel while ISPConfig 2 is a single server controlpanel. These two software packages have different features. The Mailuser login under http://server:81/mailuser is only available on ISPConfig 2.
