The user web259_info and the group web259 are both over quota. Please increase their quotas in ISPConfig.

Can you update one of these users in ISPConfig (i.e., change a setting) and then take a look at repquota again? Does the problem persist?

Maybe you need to rebuild the quota files. You can try to delete the quota files and then run quotacheck again.

Not sure if you got this figured out but I had the same problem and it was fixed by making sure to check the Maildir option in CP, Management->Settings->Email
