I have selected the spam policy to Normal and modified the normal policy with the following options but still all the spam email that contains ****, insurance, etc emails comes to my inbox.

    SPAM tag level: 1.00
    SPAM kill level: 5

How do I configure the policy to send all the spams to Junk folder?

Enable the 'Move spam to junk' checkbox on the filter tab of the email mailbox.

Have a look at the email headers to see which score they got and which rules got applied to them.

It does not matter for the spam scanner if you manually moved an email to junk before.

Ok, so that's all fine. you probably have set the tag2 level, that's the level at which mails are sent to the junk folder, to a value > 3.106

Do you mean the SPAM tag2 level should be empty or > 3.106?

It has to be > 1 ( tag level) but < 3.106 (the score of this email) to filter out this email.
