am I missing something here??

    In ISPConfig, the TOOLS menu is empty. There is nowhere to create hosting packages. Software/Packages and Software/Updates are empty.

    Thats ok. There are no tools available yet and and no additional packages.

    Hosting packages are under clients and not tools.
