It doesn't work with just one IP address. With one IP address, you can have only one anonymous FTP account.

This has nothing to do with the fact if you can run a DNS server or not on one IP. I think my and falkos answer are pretty clear. You need the same number of IP addresses then the number anonymous FTP accounts that you like to have.

Thye use more IP addresses and this is not a ISPConfig issue as proftpd and vsftpd need the different IP's and not ISPConfig.

For a anonymous configuration, you must be able to separate the access for different anonymous accounts. In ISPConfig, they are separated by IP beacuse this can be implemented with proftpd and vsftpd. proftpd also supports vhost directives based on the name of the domain, so you might try this or you run more then one ftp server on different ports.
