Apache/2.4.38 acting strangely after enabled suEXEC in the start sequence

I just noticed hat start/restart apache acting a weird way.

It doesn't seems to run smoothly. It is some sort of the core problem.
System details:
Debian 10 4.19.0-13-amd64
