apache/php no longer uploads files

So last week before I went on vacay my server was working fine. I've got a couple of php scripts that take an uploaded file and then process it to create a csv file.

However, after a planned power outage in the building (I set a cron job to power off the server, so no disk corruption, etc) and bringing the box back up I can no longer upload files.

The apache error log only shows that PHP can't open the file because it does not exist. Nothing unusual in the access log.

Any ideas as to where I should look to start figuring out why I can't upload files any longer?

Fixed it. For some reason, my php.ini got set back to default upload file size limits.
