Could be that the system was not able to fetch "https://files.phpmyadmin.net/phpMyAdmin/5.2.1/phpMyAdmin-5.2.1-all-languages.tar.gz" at that point in time. Can you check if you can download the file with wget and if it works rerun the installation?
