I am not sure if this is possible, but if it is a How to would be great!

Basically bandwith throttling on a system like Debian, specifically throttling users? or ports at least?

I have heard of some programs but not of a definitive guide which Someone like me would probably need! :D

For which application/protocol? Apache, FTP, ...?

No specific application or protocol.. I know it is possible to throttle in FTP and apache etc. but is it possible to allow a user to use specific ports (i.e. open them on a firewall) but throttle them or throttle the user so that whatever they use on those ports, the bandwith is restricted?

    Might be possible with iptables.

You need to use the tools in the iproute2 suite ie the tc tool.
