Proftpd allows one anonymous FTP account per IP address, whereas vsftpd allows only one anonymous FTP account per server, no matter how many IP addresses you have...
As Falko posted, vsftpd is a bit limited in its functionality. To get more then one anonymous account per server, vsftpd must be run trough a tcp wrapper that spawns an FTP server for every IP. ISPConfig supports running vsftpd trogh a tcp wrapper, but it is not an ideal solution.
This is not true. It is possible to run several standalone (started through init) virtual servers, each with its own anonymous account. I have attached an example init script, suitable for debian and ubuntu. Maybe, but who needs this additional functionality anyway, especially when considering the cost of having your server hacked the moment you forget to install one of those many security patches for ProFTPd. There are good (security and performance) reasons, why well-managed big sites avoid ProFTPd.
