Boot delay as php7.2 service takes 23 seconds

    I am building another Ubuntu 18.04 server with Intel Quad-Core i5-3550 CPU @ 3.30GHz 8GB RAM 240GB SSD based on Perfect Server (Nginx) tutorial. Using "systemd-analyze blame" command I noted that php7.2-fpm service takes 23.017s while my other servers take only 1s or less. The settings are identical on all servers and no websites is running in this new server except for ISPConfig, so what could cause this and how do I configure this so my server can boot/reboot faster when it is needed?

    It was Ubuntu 18.04 bugs and installing haveged managed to fix it.
