On a new machine under debian 9. during the creation of my website everything goes well for the first but then with each creation when I ask for a Let's Encrypt certificate, it puts that of the first site, which has the effect of making the site inaccessible. And ensure that you do not mix * and IP in sites on a server, use * for all sites or the IP for all sites, mixing it will cause traffic to be routed to a wrong site.

It does not matter how many IP's you have, just don't mix IP and * in the IPv4 field on your server. The domain must point in DNS to your server before you can apply for a Let's encrypt SSL certificate as Let's encrypt tests that the domain points already to the right system. So do not enable Let's encrypt checkbox before the DNS has been changed. Besides that, see FAQ that @recin mentioned to find out why Let's encrypt is not issuing a cert for your domain.
