You kind of got me curious with this one since Cacti is one of my favorite tools. Did some searching around and only found one reference to it and that seems to be due to the system clock being set to the wrong time - Clock Skew. Unfortunately, they didn't really have a quick fix listed. It was either restoring a backup or writing a script to modify your rrdtool files. Might try posting over there and see if anyone ever came up with anything.
