System > IP Addresses has 5 IP addresses.
When I go to sites to select an IP address and then save the IP does not stick and reverts back to *

And are you logged in as admin?
Do the IP addresses show up in the list?
Are the IP addresses assigned to a client?

Go to the IP address list in System module and take care that you did not set anything in the client field of the IP address.

I reloaded Debian NGINX 3.2 again.
I looked @ system module and did not see anything set in the client field.
I am still not able to set an IP address on any site.

Did you enable the 'name virtualhost' option in the IP settings? This option is required for IP addresses to show up in IP selector of the website.

Yes, we disabled it by default in 3.2.1 as it's best practice to use * so it listens on all addresses.

It seems to me that not assigning an IP would be problematic for LE

That's no problem at all, certificates are not bound to a IP address.
