    Hi,
What does "copy on delivery" do in the email settings?

It sends a copy of an incoming email to the address that you enter there.

ok. I think I was not clear in my question.
In the email settings. There are these two settings.
    1. "Send copy to"
    2. "Copy during delivery"
I understand we enter the email address in "Send copy to" and this will work by sending a copy to the email address entered.
What does the checkbox on "Copy during delivery" do?
Or do we have to tick on the "Copy during delivery" to make the "Send copy to" work?

If I remember correctly, there are two modes now. One is to send the copy using sieve ( as it was before) and the other method is that postfix sends the copy before it is sent to the LDA. @Jesse Norell might be able to explain that in detail.

Nice. Which is safer? I am guessing "Copy during delivery", correct?

That's exactly it. Generally forwarding in postfix is better (eg. keeps original message headers, rather that injecting a new message into the mail system), the only time you'd need to forward via sieve is if you want to do some handling of the message is sieve ahead of the forward (eg. maybe don't forward messages marked as spam).
