cyrus-sasl won't install on my ubuntu9.04

Im having trouble setting up cyrus-sasl. I went and downloaded cyrus-sasl-2.1.23.tar.gz and extracted it.I opened the install.html file inside the doc folder and it said that i must do this...

cd (directory it was untarred into)

OPENSSH is installed and im using it but here is say that it is not.

Can you help me to solve this problem? I have searched all the posts about this error on the internet and no one have a solution.

PS: I tried to install this just after i installed a fresh copy of ubuntu server. The only two things that i have installed was apt-get install gcc and apt-get install make
