date question (how to set)

I know it's a dumb question but I can not make heads ot tails for the manual entry for date.
Currently my Ubuntu 7.04 server thinks it is in Mountain Daylight Time, but I live in Arizona and we don't use Daylight Savings Time. How do I use date to specify either:
a. Arizona time
-or-
b. G.M.T -7

and select the right time zone.
