DNS primary-secondary don't sink

    Hi guys,
    I have 2 servers both with their own ISPCONFIG panel, installed from the perfect Ubuntu 14.04. server HowTo. Every server is a stand alone, no multiserver setup. I want them to use as a primary and secondary DNS server.
    When i create a DNS zone on my primary server and an Secondary DNS zone on my secondary server, I get "from DNS server 84.255.204.158 can't get SOA for domain.si Error: SERVFAIL". On my primary I set the "Allow zone transfers to" to the secondary public IP and on the secondary I set
    "NS (IP-address)" to the public IP of the primary server.
    But if I create a DNS zone (not secondary) on my secondary server there is no SERVFAIL error. But I can't sync the serials for both servers. Then I get the errors:
    - the servers SOA are not the same,
    - both servers act as primary server.
