I Enabled dnssec for one domain.
    ispconfig create 2 line ( include ) on pri.xxxxxxx.com:

    $INCLUDE /etc/bind/Kxxxxxxx.net.+013+25505.key
    $INCLUDE /etc/bind/Kxxxxxxx.net.+013+26084.key

Also create the file dsset-xxxxxx.com. but it remains isolated

The DNSSEC check pages all tell me that they do not get the DS type record
Even though I created it from the panel with the content of the file dsset-xxxxxx.com
But the test pages that do not get the DS value continue to give me errors.

    is it a bug?

So you confirmed already that there is no bug because the correct config has been created, and the zone was signed. Means you just tried to get some attention to your thread by adding it to the headline. Likely, you simply point to a wrong DNS server in the root record of the domain, or you did not wait until DNS changes got propagated.
