That would only work if the only supported protocol would be IMAP. Such a feature would kill POP3 support. I'm pretty sure the majority of people use POP3.....
The POP3 protocol does not support folders at all, if a user uses pop3 only which most of the end user do, they will never know that there is a spam folder and they wont know how to empty them.
If you want to used server based folders (e.g. have postfix/spamassassin move the spam to a specific folder), you can only retrieve the information in such folders if you use IMAP. POP3 only "pulls" information from the main Inbox. It's easy enough to create a rule that moves messages marked with ***SPAM*** to a subfolder in your client. If you move spam directly to a folder on the server and you're not going to review it periodically, you might miss a FP.

I use around 20 or so client email rules to pre-sort / group the around 200 mails I get a day. If I wouldn't do that, my inbox would be a complete mess.
