In Ubuntu 22.04, this is what it says to this file:
In ISPConfig 3 manual, it says:
Copy the defaults-file for MySQL from server1 to server2. Switch to server1 and run
    Code:
    scp /etc/mysql/debian.cnf [email protected]:/etc/mysql/debian.cnf
My Server 1 is still Ubuntu 20.04 and Server 2 is now Ubuntu 22.04. Right after I finished installing Server 2, I will also upgrade Server 1 to 22.04.
So my question is if it's still needed to copy debian.cnf from Server 1 to Server 2.

Most likely, you don't have to copy it, but some packages probably still use it, and it should not hurt to copy it. The ISPConfig manual does not contain installation instructions for Ubuntu 22.04, so this has not been tested on that OS and version.
