There is a bug with the current (0.8.4-27) Fedora and RedHat distros Your config seems to be ok. Are you running a Fedora or RedHat system ? Then see here: http://www.fail2ban.org/wiki/index.php/MANUAL_0_8#Fedora They report a bug and a way around it.
I am wondering why your failregex are in jail.local. Don't you have a directory /etc/fail2ban/filter.d? There are all the files with the failregex'es, and there is also a file for courierpop3. But perhaps you are running an older version of fail2ban.
Thanks, those lines were meant for debian etch. wonder from where I got it here. Anyway I have removed fail2ban with purge & reinstalled it. I am still facing the problem like, when I check fail to ban status with /etc/init.d/fail2ban status I get No idea, how to solve this?
