Fail2ban is not starting

Code:

Starting fail2ban: ERROR  Failed during configuration: Bad value substitution:
        section: [nginx-login]
        option : action
        key    : action_mwl
        rawval :

                                                           [FAILED]

I am getting this error when i try to start fail2ban.
How do i fix this problem?

If i remove that [nginx-login], I am getting same error for nginx-badbots.
