Also, unrelated to SSL Cert, Im just wondering, how does apache know to hand over to the mirror if its load gets too much?
None. Apache is not handing over any traffic based on the load. If you want to do that, you have to add a loadbalancer as soft- or hardware appliance in front of your servers.
