Ftp only sites?

I'm looking at using ispconfig to host virtual ftp sites for some user's needs. Is there a way for the 'Add new website' function to create a site that doesnt include all default directories (cgi-bin, ssl, web, etc) and just have a pub directory? Or, is it possible to have the 'Add new website' function also create a pub directory? I'm trying to avoid a manual process. Any help is appreciated.

When I try to save any changes to the directory field I get the error "You have no permissions for this domain". I get that on both creating a new ftp user and editing an existing user.
