Just follow the perfect server tutorial for ubuntu 16.04, tls in pure-ftpd is enabled by default in that tutorial.

that is what i used to set up my server that i am running now. i was not aware that it was tls setup. so how do i turn of use plain ftp option if i only want tls connections for the ftp?

    thanks once again

Currently you have FTP with TLS and FTP without TLS. f you want to deny access without TLS, then you have to alter the value in the TLS config file of pure-ftp from 1 to 2 if I remember correctly, and then restart the ftp server.
