Off course you can do it in the dovecot file as well, but this change will be overwritten on updates.
Open the dovecot.conf file, add: ssl = no and restart dovecot. That's for the current dovecot 2 versions.

This is not related to ISPConfig at all, its a dovecot setting. You can e.g. use iampsync to migrate a imap account between two servers or use the dsync tool from dovecot to continiously sync 2 dovecot servers. http://wiki2.dovecot.org/Tools/Doveadm/Sync http://wiki.dovecot.org/Replication
