How to restart/reset ISPConfig [client_id] and [website_id]?

    I read this http://www.howtoforge.com/forums/showthread.php?t=59146 but.. i dont understand how to reset client_id and website_id?

    I remove all web site and clients from my ispconfig panel (I checked in /etc/passwd and /etc/shadow - and user/group is not there)

    When I create new client (client3), where it keeps this value to create then client4?

    When I create a new website on client"N" where it keeps this value to create then web3, web8 etc.?

    I add some test accounts with sites, ftp, dbs to testing templates on ISPConfig and after that I delete it I want to restart ispconfig client/website counter. Where ISPConfig save last number of site / client?

    I running php -q uninstall.php from ISPconfig/install folder. After that php -q install.php and thats solve problem. :)
    The client/web_id starting from 1.
