I came across a weird issue 2 times where the icon order changed. One time, I disabled the help section for a client, and enabled it later, since then the help icon is on the first place of the menu. I just installed ISPC on a new server, and now the admin user has the same, but I never disabled a icon. Is there a way to change this order manually?

You can try to change the order of the modules of that user in sys_user table. it's one filed and the modules ares eparated by comma. It worked in the past but not sure if we did not change it so you can't reorder them like this anymore. You'll have to try it.
