   When I inactivate one of the websites, default apache page is displayed:
   
   
   
   Is it possible to customize this page for only the inactive website and how?

   Yes and no. A inactive website is a non existing web page and apache will show its default page for all non existing vhosts. So you can not show a specific page for inactive sites, but yu can customize the apache default web page.
