Increase upload size

How do I increase upload size? I need to increase it for wordpress. I'm using php 7.3.

Using Duckduckgo the first thing it finds is this:

I did that but it was telling me to edit the php.ini in the apache2 folder and it didn’t work. I had to change the php.ini in the cgi folder.

 

Using phpinfo() shows which .ini files are used.
