You can log in to phpMyAdmin with your MySQL root user and his password. Afterwards, you should see your databases, and you can create new ones.

Is there a phpMyAdmin How-To already listed?
i'd like to be able to give a user admin rights to only one database and allow the user to create databases from scratch but not be able to do anything to other databases.

This might give you the idea (although it's for Debian): http://www.howtoforge.com/amavisd_postfix_debian_ubuntu
