Is my Apache actually running slow?

Lately, I've been testing a forum I'm developing and the load times are 12-16 seconds. I'm with Eastlink, have a 15mb/s download and 2mb/s upload speed. Website is http://sabotix.com/forums/index.php

It's a dedicated server I run, and it's not just the forums, it seems to be a lot of my sites. I don't know if it's my Internet or the server, can anyone help me narrow it down?

EDIT: After running "telnet 70.38.11.102 80" from the server itself, it loaded the forum index immediately. Does this indicate a network issue on my end, or could it still be a network problem on the hosting company's end?

EDIT: Nevermind, I tried local telnet and it also loaded the site right away. I'm at a loss now, but this is the wrong forum for that

I think that the 2 Mb/s upload is the bottleneck.

Can you access the site (with a browser) through your lan? If so, see if it's still slow.

2MB up speed isn't super fast, and you site does looks like has some serious graphics going on.

Are there any errors or warning in your PHP, MySQL, or Apache logs?
