ISPC Doesnt let you create multiple databases with the same DB user

    latest ISPC, Debian 12, PostgreSQL 18
    create first PG database for site1 and user1
    create second database for site2 using the same user1
    it doesn't let and give "The database user is already in use. Please select a different user."
    It shouldn't matter, especially when cloning databases for testing purposes

    You can not use the same database user multiple times in ISPConfig for PostgreSQL databases.
