You have Mailscan turned on. Mailscan enables the virus scanner for this mailbox. Extensions of suspicious attachments (e.g. .exe-files) will be renamed so that they cannot be opened by double-click. Look at the "Advanced settings" for any user and you will see a checkbox to turn this on or off.
