Adding a new database user and table through the webgui and leaving the allowed IP fields empty for "any" doesn't work.

ISPconfig will only update the one with localhost and not add the entry for permission for host %.
However specifying IP's seems to work properly.

There is also an issue where the table gets out of sync with the ispconfig setting and actual user.

    1. c5user
    2. Change of allowed IP's and remote connection before next update.
    3. changed name to c5user1.

Running the tasks 1, 2 and 3 in some order will cause this issue to surface.

For example, if you change the username of the table and also change the remote IP's and do other changes between cron updates.
ISPconfig will not remove the original user and/or update the new one.

This is reproducable on more than one system.
This started happening from upgrading of older version of ISPConfig to 3.0.1.4 .
