The manual is a user manual, which explains the functions of ispconfig and how to use them. On the page where you orderd the manual is the complete table of contents published and there is no mention of the API, you might also have asked us if you were unsure if the manual contains the information that you needed. There is no API documentation available for ISPConfig yet, but as I described in the developer forum, all API functions are in a single php file named remoting.inc.php, so if you take a look into that file, you can find a list of all API functions.
